The Nevada Incident-Based Reporting System (NIBRS) Extensible Markup Language (XML) Information Exchange Package Documentation (IEPD) Provides the XML schema and aligns with the FBI 2019.1 NIBRS XML Developer’s Guide. This release includes changes in our domestic violence data collection.

September 24, 2018 | 2017 Crime in the United States Released

The 2017 statistics show the estimated rate of violent crime was 382.9 offenses per 100,000 inhabitants, and the estimated rate of property crime was 2,362.2 offenses per 100,000 inhabitants. The violent crime rate fell 0.9 percent when compared with the 2016 rate; the property crime rate declined 3.6 percent. For a full summary report check out FBI official report.   

 

 

August 7, 2018 | NIBRS Summary Article from the FBI 

The NIBRS team has had recent requests from agency coordinators to provide a summary overview of NIBRS. In addition to information provided on the Nevada NIBRS Website, the FBI provides many articles on NIBRS. The FBI's Guide to Understanding NIBRS (website) provides a concise NIBRS summary which also makes for a great primer for the NIBRS training in November.

 

 

July 3, 2018  | NIBRS Software Acquisition Guidelines for Agencies  

Regardless of the method for acquiring software and related services, agencies should address some key issues in their RFPs or SOWs for the implementation of IBR. To assist LEAs in this process, IJIS was asked to develop for BJS and the FBI the following two documents:

May 22, 2018 | Nevada 3.0 Technical Specifications Preview

Prior to the release of Nevada Technical Specifications v3.0 on June 18, 2018.  There will be an open call to all agencies and their vendors to review and discuss the changes. There will also be a brief progress report on Nevada’s NIBRS transition followed by a Q & A session.   

 

 

May 15, 2018 | Nevada 3.0 Technical Specifications Upcoming Release

 

The revised Nevada Technical Specifications v3.0 will be released on June 18, 2018.

 

Nevada’s Technical Specifications v2.0 dated August 9, 2017 has been updated with important changes in State Specific Data Elements. These changes are based upon approved updates to the Technical Specifications document by the UCR Program Manager on May 3, 2018.

Two important NIBRS training sessions will be available to Nevada local law enforcement agencies in 2018. This training will provide officers, reviewers, administrators, trainers and support personnel with a basic understanding of NIBRS, its benefits to local law enforcement, key changes with the new system, project timing, readiness action items, and more. Training for Northeast Region Agencies is currently being planned. See item #3 below.

April 24, 2018 | Guidebook for Agencies Preparing for NIBRS Transition 

 

The Law Enforcement Agency IBR Playbook: Guide to Implementing an Incident-Based Reporting System can provide helpful information to assist your agency through the transition. The NCS-X Implementation Team designed this Playbook to be the most beneficial to agencies that currently utilize a records management system (RMS) and some form of automated field reporting.

 

 

 

January 1, 2018 | FBI Funding has been Received

 

The Nevada Department of Public Safety (DPS) has received FBI funding to automate its Uniform Crime Reporting (UCR) system. The project will deliver a system for the electronic reporting of crime statistics by law enforcement agencies to be used in the Nevada (NV) and Federal Bureau of Investigation (FBI) crime publications. It will also provide  a reporting tool for agencies without their own records management system (RMS). The new crime reporting system will automate the crime reporting process that currently requires manual intervention and will reduce the effort required to maintain crime statistics and produce crime reports.

 

The state will transition from a summary based reporting system for crime statistics to an electronic-only National Incident Based Reporting System (NIBRS) format. NIBRS provides much more detailed and comprehensive information for crime statistics than is gathered today in Nevada.

 

Funding

Federal funding of $3.4M was awarded to cover State fiscal years 2018, 2019 and 2020, contingent on Interim Finance Committee approval of the award. Nevada’s fiscal years run July 1 to June 30, and fiscal year 2018 started July 1, 2017. Planning for this project has been completed. DPS anticipates that the transition will take approximately three years. Funding covers project execution to include: much needed hardware upgrades, programming, testing and the release of an online data repository and a 6 month pilot.   

 

 

October 15, 2017 | Transition to the FBI National incident Based Reporting System (NIBRS)

 

Since the establishment of the Uniform Crime Reporting (UCR) Program in 1930, the FBI has gathered data on criminal offenses from some 18,000 local law enforcement agencies.

 

Currently,  “UCR” and its statistical data refers to the collection of known offense counts using the Summary Reporting System (SRS) methodology.  Over the years, the program has expanded to include measurement of other law enforcement activities. These efforts have resulted in the creation of a more detailed, efficient reporting process known as the National Incident-Based Reporting System (NIBRS).

 

Beginning January 1, 2021, the FBI UCR Program will only accept the real-time, electronic-based NIBRS methodology. Records Management Systems (RMS) used by Nevada law enforcement agencies will have to be made compliant to include the additional incident-based criteria according to NIBRS requirements. To facilitate this, cross mapping of the NRS and NIBRS codes must be completed so that the NOC file for each offense includes all NIBRS specifications.

 

Due to the new requirements, all Law Enforcement agencies in the state must transition from submitting crime statistics to the state via SRS methodology to using the NIBRS methodology within the next four years. This transition is necessary to remain in compliance with both Nevada Revised Statute 179A.075 and the FBI’s Uniform Crime Reporting requirements.
